Public Estimate Page Redesign

What was done

• The public estimate page now uses a clean document layout with summary cards and a clear hierarchy.
• Approve and Reject sit in a sticky bar at the bottom of the screen, so clients don't have to scroll to find them.
• Notes and rejection reasons display as rich text, matching what was written in the editor.
• Line items appear in a table with divider rows, and the total is highlighted.
• Attachments appear in a grid with thumbnails, file names, sizes, and download links.
